China’s President Xi Jinping took the floor at the BRICS summit to globally promote China’s artificial‑intelligence agenda. Beijing intends to create an open‑source AI developer community within the alliance. The proposal aims to undermine US technological dominance and offer emerging markets an affordable alternative to closed commercial systems.

Xi Jinping pledged assistance to partners in building large language models and invited them to join a World Organization for AI Cooperation. China’s open‑source concept is presented as a direct counterweight to the monopoly of American giants like OpenAI and Anthropic. Beijing has openly criticized Washington’s sanction lists, accusing the US of artificially creating technological inequality.

However, China’s generous offer has not aroused immense enthusiasm from potential partners. Xi’s initiative is not even mentioned in the BRICS final declaration. India, the UAE, and other allies stuck to diplomatic language stressing the importance of safe cooperation. Moreover, China’s technological “openness” carries strict limits: Beijing has signaled that access to its most advanced neural networks will be tightly state‑controlled to preserve a balance between progress and national security.
